You are somewhat inconsistent. On the one hand, you declare, "Virginia has traditionally avoided major policymaking through the budget, making the current approach unusual." But, in the next paragraph, you cite several instances in which the GA and the Governor did just that.

This fight is just the latest example of an unfortunate trend in Virginia government--legislating major policy issues in the budget. It goes back many years and governors and legislators of both parties do it. The watershed that sticks in my mind is Mark Warner including a major tax increase in his introduced budget and building that budget around the projected revenues that would be realized from that yet-to-be approved tax increase.

You seem to link Spanberger's vetoes to the fight over the data centers. Lucas dropped that repeal of the sales tax exemption for data centers when the Senate proposed its budget. That was during the session, well before any of the vetoes.

This fight is as much about personality and power as anything. Louise Lucas is relishing her position as chair of the Senate Finance Committee and reacts badly to any opposition to her.
